The Behavioural Insights Network Netherlands (BIN NL) is a collaboration between all ministries for the application of behavioural knowledge within central government. BIN NL stimulates and facilitates knowledge sharing, knowledge building and cooperation in the field of behaviour. BIN NL also plays a supporting and driving role in the application of behavioural knowledge to policy, implementation, supervision and communication.
In response to reports from the Netherlands Scientific Council for Government Policy (WRR), the Dutch Council for Social Development (RMO) and the Council for the Environment and Infrastructure (RLI), in 2014, the government announced its intention to encourage the application of behavioural insights in policymaking, The government would like behavioural pilot programmes to be carried out at all ministries and a government-wide network to drive this process. BIN NL was founded for this reason in 2014. The position of BIN NL was endorsed in the government's response to the report ‘Weten is nog geen doen’ (‘Knowing isn’t doing:’) from the WRR.
The behavioural knowledge coordinators from all ministries are members of the BIN NL network. Within the ministries, they advocate the application of behavioural insights in policymaking and offer guidance and support, where necessary. The BIN NL core team members are listed under the contact persons for the ministries.
BIN NL provides a progress report on the application of behavioural insights at the ministries to the Senate and the House of Representatives every two years in the publication Rijk aan gedragsinzichten (‘A Wealth of Behavioural Insights’).
